Bad GPU or PSU?

So I got a secondhand RX 580 gpu , and when I got it installed this is how my screen looks. I have uninstalled and reinstalled the drivers. I downloaded the AMD drivers and manually installed them. I pulled the card to reseat it. I tried different cables and switching from hdmi to DisplayPort. Any ideas what is wrong here.

On a side note the power supply I was using died during this process. So I’m working on getting a new one to rule that out but in the meantime…

What is the make/model of your PSU?

It was an EVGA 600 GD before it died. I pulled it and put the old power supply back in and it started right up.

Yes the screen was fine after I put the original stock PSU back in and ran everything through the integrated graphics.
