I will not take the 2060 indeed. But.... Given i'm not going to stream or multitask while gaming, is the Ryzen useful given that the performance difference in game dont seem so significant? Between a Ryzen at 190$ and an i3 at 90$, with globaly same FPS in game, is the expanse worth it?
I would take the 2 scenarios you have come up with and find benchmarks out there. Usually the cheaper of the choices people put is the better because its cheaper, both setups up there are going to be good for gaming, esp if thats just what ur doing, but intel usually has the edge on gaming performance, but its not always the case if that performance gain is like 100 bucks or more, so if i had to choose itd be the amd one up there for being cheaper. Also, if you dont mind not having rtx, then you can get the 1660, but youd have to go with ur first choice if you want it no matter what.
I think you should wait for ryzen 5000 series. And for GPU 2060 is bad chose now wait for 3060 or amd new GPU, and don't choose i3 for RTX to avoid bottleneck as much as you can.
When do you need them by and what is your budget? Are you just aiming at 60fps or higher?
As for the CPU. The Ryzen 5000 series is generally $50 more expensive than the original 3000 series. Therefore you might want to see if you can find a cheap 3600.

Most of the new GPU cards coming out are aimed 1440p or 4k resolution and are above what you need and probably your budget.
NVIDIA are lining up a 3060ti but that's been pushed back till mid December and we have no idea of the quantity that will be available or the price yet.
