Should I upgrade my GPU or CPU for gaming

So I’m totally confused here I know what different PC components do but know next to nothing about if a particular component is better than another. I use my PC for gaming. I have a gaming PC prebuilt (I know building yourself is supposedly better but the answer to that is above)

Anyway I’m planning on upgrading my SSD, and thought about possibly upgrading my GPU while I’m doing that. I was looking at upgrading my RTX 3070 GPU because it’s being pushed to its max when I play Microsoft Flight Simulator. But some people said I’d get better performance by upgrading my CPU since I said I get bottlenecked sometimes.

I have an intel I7-11700k, so obviously Ryzen which people are recommending isn’t an option because I’d have to replace the motherboard (if I’m right) and looking into that has just confused me even more. So any recommendations on a decent intel CPU or any advice on what to do? I’ve posted a link showing my specs thanks in advance

Hey forget to add the location. UK based Got the PC around 2022, the PSU is a weak is 650watts and use a 4k Samsung tv (limited on space so don’t have a separate area for a dedicated monitor) budget wise maybe up two grand, this isn’t an urgent upgrade so I can always hold off if needs be for a while
