NH-D15 leaves plenty of headroom to run the 3800X with PBO enabled to keep single-core clocks high for games vs an all-core manual setup, and hopefully overclock the FCLK to run that 3800CL14 RAM at 1:1. If the chip couldn't handle it, I'd downclock the RAM to max stable FCLK and try to tighten timings.
A good overclock on that 2070 Super should be fine as well with those nice quiet case fans running 2x front intakes and 2x top exhausts.
There's even $10 left over if anyone can ever find an NH-D15 chromax.black in stock vs the cheaper NH-D15.
