Question Help with a vintage PC game title

Hello my fellow gamers!
I'm trying to find a vintage PC game (probable between 10-15 years old at least). Main character is trying to solve missions, mostly by driving. He can enter any car parked on the street, than leave that car and take any other, truck, van, anything. He also climbs buildings when is on the run from the police. Graphics is like in form of a cartoon, and its a wide terrain you can see while playing (like whole street left and right). I remember there is a mission at start to get (or to buy) a gun, and shoot some barrels to test it. I hope I said more than enough. If anyone has an idea, thanks in advance.

My friend mentioned game Driv3er, I'm installing it at the moment, so I will see if that is the one I was looking for. I will give an update o this thread later just to give a possible confirmation on it. Thanks for answering my post.
