Question Gaming - Screen Glitch/Stutter

NEED HELP! Currently have a I9-10940x with RTX3090 about a 2 month old build. Using a 4k LG tv screen as main screen. This does not occur in windows but only when I am gaming.

Does it do that on a monitor? If its just in game, i would try different display ports/hdmi chords
