Flip the switch on the PSU to off. Unplugg the power cable. Let it be for 30min - 1h. Put the cable back. Flip the switch back on, try starting the PC again. If no bueno then get a new PSU and see if that helps.

i suggested trying a new one as well earlier but i got no response, so OP might not have one to try on.
I built a gaming pc with ryzen 7 and asrock mb , and was having failure of win 11 os to complete loading , kept getting the restart messages. On a lark I changed the 5 yro. psu to a new one. Immediately OS finished and no difficulty since. 'Hope this experience recount helps other novice pc builders builders
