On the main topic of the thread I have completed a LOT of games multiple times. I'm just going scroll through my steam list and see which ones I remember completing more than once:

Call of Duty 2 (several times)
Call of Duty 4
Call of Duty World at War
Call of Duty Black Ops
Call of Duty Modern Warfare 2
Call of Duty Modern Warfare 3
BioShock
BioShock Infinite
Batman Arkham Asylum
Darksiders (It's strange how I beat the first one multiple times but couldn't bring myself to finish either of the sequels)
Basically every Valve game with a single player component (HL, HL2, Portal, ect)
Fallout 3
Borderlands
Borderlands 2
Crysis
Doom
Doom 3
DOOM (2016)
Hitman 2: Silent Assassin (I tried for WEEKS to get a Silent Assassin rating on every level).
Homefront (god knows why)
Mass Effect
Quake
Red Faction (yup. the first one)
Saints Row 3
Saints Row 4 (I haven't actually finished it twice yet, but I'm in the process of 100% it right now)
S.T.A.L.K.E.R.: Something or another (I can't remember which one. Probably Clear Skies?)
Star Wars: Knights of the Old Republic
That's it for Steam games I see that I'm pretty sure I've completed twice. I know there are older games I never got digital copies of as well like C&C Red Alert 2, Crimson Skies, Delta Force 1 & 2.
Looking at my steam list has given me "incompleation" anxiety. There are a LOT of games I haven't even launched yet. Bleh. "

" depends on how you define finish. Games like Diablo 2 and Sacred and TL2, you may finish the story in 2 days or so but you can keep playing the character in another difficulty.
If they count, Yes... I have returned to games to finish them on a few occasions, with a new character or a different class. Probably 100 times or more over the years.
Journey I completed hundreds of times...
but games where you can only play the story once? I don't know, I hardly play them, I like endless games, no restrictions, no story getting in the way. I liked the original SIm City as it had purpose, it just existed to have fun and make a city. Some games can't help themselves. Skyrim throws dragons at you even if you ignore the story line. "

The Last Remnant. Completed twice, nearly completed a third time (I was mainly after an optional boss, which I never was able to finish off)
Final Fantasy 7. Completed twice, once properly, once with a guide in hand so I didn't miss all that secret stuff. (Started MANY more times.)
BattleTech. Once in campaign mode, once in career mode.
XCom 2, just like @Johnway
X: Rebirth. Once in campaign mode, once without the story.
Sacrifice? Definitely finished once but I think I got through twice.
Final Fantasy X: Once on console, once on PC in HD.
Saints Row 3: Little difference between runs, but it's just so fun! "
