Looking for an old pc game

I played this game on Win xp, not sure of the year.
The game had an isometric view like desperado (top down). It was an action-adventure game. The number of items and weapons you could find in the game was unbelievably huge and you had a very big inventory, still, collecting items and guns and pistols and knives and putting them in the inventory was a challenge.
There was only one main character and he had to kill bad guys. I can also remember suitcases in the game. Not sure of their roles but their picture remained in my mind.
The game was not pixelate (cause I hate those games).
Not a japanese kind, sure it was american or european.

But no! It was mot Dreamweb!

The graphic was somehow like desperados or dungeon siege 3.
It had some kind of mafia and/or crime theme.

hellgate london isn't top down, it was a 3rd person or 1st person shooter/rpg - I can't remember if you could swap views.

I don't know how many weapons it had but I'm going through the big ones in my mind.

The only thing I could add, was that, the scenes were not too vast and it wasn't happening in nature (nothing green) or streets of a city.
It was in big rooms like warehouses or alleys.
It also has a mafia/crime theme!
