A RTX 4070 SUPER with MSI Afterburner but the machine is just not having it when running any game after the overclock I'm just met with weird graphical glitches immense stutter and pop in, or a complete freeze of the game I've tried multiple different clock settings and have run a benchmarking tool each and every time and all is fine. Just don't know what else to try I can't figure it out.

You might need to make sure your PC bios settings can handle it. Maybe try uninstalling-reinstalling GPU drivers with DDU Cleaner, un-installing and reinstalling MSI Afterburner and i would say start testing with very small increments. Post the settings you are using when it starts giving you problems.

Please list the specs to your build like so:
CPU:
CPU cooler:
Motherboard:
Ram:
SSD/HDD:
GPU:
PSU:
Chassis:
OS:
Monitor:
include the age of the PSU apart from it's make and model. BIOS version for your motherboard at this moment of time.

Unstable OC, yup those are an issue. Id go watch some OC trouble shoot videos on you tube. Search for vids with your specs, you will find lots of helpful things about how to config your system

If your GPU stutters only when overclocked, it’s likely hitting a thermal or power limit. Try lowering the OC in small steps, update your drivers and BIOS, and monitor temps closely. Also ensure your PSU has enough headroom — unstable power often causes crashes during OC.
