So I am currently in the midst of trying to buy a gaming laptop and for my budget I have roughly narrowed down a few, however I am having some trouble in which laptop to choose between them.

My old laptop has a ryzen 5 3550h with gtx1650 and is quite old now, and from what I can usually see, I think I am cpu limited and havent really seen the gpu go more than 40 to 60% usage, while cpu is 80 to 90%. So I am not particularly sure if I am CPU limited but it feels like it.

I mostly use my laptop for app/website/VR development along with running ML models with some gaming on the side. Based on this, which laptop do I pick? These are some of the options that I had considered

1.HP Victus Gaming Laptop, AMD Ryzen 7 8845HS AI Powered, 6GB RTX 4050 GPU,15.6-inch (39.6 cm),FHD, IPS,144Hz,16GB DDR5,1TB SSD, 300 nits, Win 11,Backlit KB, DTS:X Ultra (MSO, Blue, 2.29 kg), fb2117AX

Sorry no one answered this. Get the second one with the 4060 and the 24 GB of RAM. For what you are wanting to do, those will beat the rest of them. The only problem I see with it is that the drive is very small, so you won't be able to keep as much stuff on it, but as long as you keep it fairly clean it should be okay.
