Question What PC & GPU for 4K (UHD) screen recording

I need a PC capable of recording UHD screen in full resolution at 30FPS while the monitor displays a 4k camera feed. There are no other fancy needs except that it occasionally needs to stream the display on youtube. I first bought Intel NUC i5 (8th gen) and then NUC i7 but both are falling short. The i7 is at least able to stream to youtube decently. Can someone help on choosing a PC and GPU that just meets these requirements?
