I already have a 2080 Ti, but I’m looking for another card to run my non-gaming monitor and handle my stream encoding. I was wondering if the 3050 would be good enough for that, or if not. I’m trying to keep it under $250

Here's my thinking (and my thinking is always right XD)
The 3050 does have the dedicated NVENC encoder, but the 2080 Ti also has it, and now it won't be doing anything, and it won't be helping with gaming, so the only boost you'll likely get to your FPS is from the 2080 Ti not having to run a second monitor, which you could just offload to your integrated graphics.
But if you insist, then, yes, the 3050 should do fine.
