RTX 3070 fan speed question

I'm playing Control on a 3070 and an i7-10700K. I have most of the settings pretty much maxed out including RTX.
The videos card fans really start to crank when the action starts. Goes really hard for maybe 20 seconds then calms down. Seems like it's either really cranking or pretty much silent. Is this normal? If so, is this the best fan performance? Would it be better running a bit higher all the time instead of the extremes? TIA

I expect its to do with your card having zero fan mode at idle and the the temperatures going up very fast when Control puts it under a lot of stress.

You can use something like MSI Afterburner to set up a custom fan curve so that it spins up earlier and a bit more gently. It doesnt matter if your card isnt made by MSI the program works with all cards.
