Question Problem with graphics while play FH5

While playing forza horizon 5, there's a line of sorts which moves down my screen, and my graphics improve following behind the line. I was wondering what the issue is with my computer, whether it be hardware, or something else, so I can fix it for a better experience.

Specs:
GPU: Nvidia GeForce 3060 ti
CPU: AMD Ryzen 5 3600x
RAM: IDR, but its 16g
SSD: 1 Terabyte Samsung SSD
