If it's a mobile IP, then chances are it was banned by us at some point. Mobile IP's act essentially like a VPN in the fact that one IP address can be assigned to hundreds of different users, so if a spammer had it before you, and we blocked it, when it got assigned to you.. you also would be blocked.
