High CPU usage but low GPU usage—why?

I recently built my PC

i7-14700K
RTX 4070 Super
32GB RAM DDR5 6000MT/s
Power supply 850w
Gigabyte Gaming z790

And when I open the games, the processor is mostly used and the graphics are used at 20%, 30% or 40%, it does not reach its full use, while the processor is at 80%, what could it be?

What games?

Some games are CPU-intensive, some are GPU-intensive.

Does it continue beyond the opening? Games often have very different openings from what the rest of the game is like.

These things shouldn't be a concern tho if they don't affect performance—your pair of PUs should handle any current game very well.
