Question Flickering Shadows in Pacific Drive Game

Hello, I have an issue with flickering shadows in this game called Pacific Drive, it doesn't seem to affect all types of shadows. I tried changing many settings both ingame and through the NVIDIA options but nothing changed it. Here is a video of the issue

Might be that capping frame rate to 99 or less helps? Otherwise it would help if you listed your full system specifications (CPU, GPU, RAM, Motherboard, SSD etc) so that people know what they are dealing with.
