Does gpu artifacts happen when the old gpu driver hasn’t been unistalled yet?

I got a new gpu, it’s an RX 460. The guy said it was good, he tested all of it, so i installed the gou into my motherboard, turned it one, but the display had artefakts.. but i remembered that i download a gtx 750 driver ( i used to have a gtx 750 ) but i forgot unistalled it.. so is it the gpu’s fault or the old driver’s fault?

Just update the driver's and see if it changes. However, artifacts are often hardware related. Try a different video cable.

Are you using any adapters on your video connection?

Why diff cable?
Because a cable can be bad or have flaws.

Why adapters?
Same, plus every extra item between signal generation and signal delivery degrades the end result somewhat.
