Cpu ghz drops to 1.1-1.4 ghz while gaming please help

i play on a laptop with a i7 8565u and an mx150 and 16 gigs of ram and i just like to play fortnite, and whenever i load into the game , the cpu drops to 1.1-1.4 ghz which my base speed whould be 1.8,
my temps are at 69-72 degrees and the moment i close the game it goes up to 3.5-4.5 ghz
,I cant seem to find a way to fix this, please someone help.

try this for Windows 10 ...

open SETTINGS then click System then click Power & Sleep then Additional Power Settings then click Change Plan Settings then Change Advanced Power Settings then scroll down to Processor Power Management and click the "+" on Minimum Process State and set it to 90% then click "OK"
