Choosing a new PC for my son

Hello all,

I am a parent and my kid is in need of a new game PC. I have a budget of €1600-€1800. Where do I look, what do I look for, and you have any recommendations?
So far I understand that i7 is the minimum (and wondering how other processors compare to that) and 3070 for a video card. But any tips and pointers in the right direction are welcome.

Does it matter what brand? Pre-built or compose it myself?

What country are you located and what is his monitor resolution or is the monitor to be included in the budget?
