Question Build $1400 primarily gaming

Hi guys, my brother want to build a full black pc around $1300-$1400. His solution is primarily gaming. By the way with this amount of money should i purchase AMD or Intel Cpu? Nvidia or AMD? Because we usually purchased Intel and Nvidia be4. thanks alot

What is his monitor resolution or is a monitor to be included in the budget?

Thanks for replied! I apologized for not reply, i was offline until now. Our monitor solution is mainly 1440p. Btw i think we i already know which cpu and Gpu to pick. We choose i5 13600kf & gigabyte rtx 4070. Will it be work well with this solution ? Cuz we like to stick with intel and Nvida. And what motherboard should i choose ? z790 or b760?
I hope will get u guys answer asap, cuz we try to build it asap!!
