Bottleneck or what wrong with this build?

Need more thoughts on this case please!

SPEC
Operating System: Windows 11 Pro 64-bit (10.0, Build 22000) (22000.co_release.210604-1628)
CPU: Intel(R) Xeon(R) CPU X5650 @ 2.67GHz (12 CPUs), ~4.1GHz
MEM: 24576MB RAM DDR3 ECC
GPU: NVIDIA GeForce RTX 3070 GIGABYTE AORUS
PSU: EVGA 600 W1, 80+ WHITE 600W, 3 Year Warranty, Power Supply 100-W1-0600-K1
MB: ASUS P6T WS PRO

ISSUE
My GPU and CPU in CS2 match work load is about 30%-50% all the time, my fps as you can see is about ~100 with this spec.
What im missing in this situation is this CPU with this OC bottlenecks the GPU so hard? Or something else i missing here?

***Sorry for my bad english and mistakes first post in this forum, if you can help please write your thoughts about this situation.

yes, games like cs don't need many cores but they do need new, fast architectures. also, your pcie revision is very old. swap that dinosaur of a cpu for something like 7600x/12600k and you'll see 200-300 fps on that 3070, easily.

hi thanks for answer my call for help.

yeah i know about pcie but its enough for full hd gaming i dont lose much in this case.
but why system acting so strange like 30 max 50% of usage in cpu and gpu if its bottlenecking why like cpu not going in 100%
yeah the easiest choice would be throw to trash everything in this build accept gpu but it cost me money to build it not big money but still you offer me to buy new computer basically.
For now i want to understand why system acting so weird in this case

the game is single thread dependent, it's not coded to use a 6/8 core cpu properly. instead, it relies on new architecture, core speed and ram speed.
i heard that cs2 much more multiple cpu efficient than csgo
but still why first thread then not going "crazy"

This is a server/workstation CPU. It was never designed for gaming. As other's have said it's very old and only supports DDR3. Also the motherboard only supports PCIe 1.0.

PCI specs are backward compatible so you can put a card that would use a PCIe4 slot in an older PCIe slot. In fact I have an AMD 6700XT in a PCIe3.0 slot and it works fine.

However going back to PCIe1.0 might limit your GPU throughput.

Basically I would recommend a new CPU, motherboard and ram. If you can tell us what country your located in and a budget we can give you some recommendations.

For CS2, a processor with a large L3 cache is needed, like in the new AMD models with the X3D suffix. Now, all the major tournament operators that are not sponsored by Intel are switching to AMD.

This might be helpful and illustrative, even a graphics card that is weaker will perform better in CS2 with a better processor. For example, 5600X and 4060. Buying something similar isn't that expensive now, the AM4 socket is cheap. Here's an example with prices.
