Question Boot-loop when installing extra RAM

I've got the Gigabyte H110M-H mobo. I have two generic green 8GB DDR4 Samsung RAM sticks.
I've got one in my motherboard right now, and one sitting on my desk. When I try to put this other RAM into the motherboard and turn the computer on, I enter this state in which the lights inside my PC will turn on and fans will whirr, and then it'll all turn off, and then on, and then off, and then on, off, on, off... Ad infinitum.
I've tried:
-Both sticks in at once (results in this loop)
-Both sticks in, but swap places (results in loop)
-One stick in (works fine)
-Other stick in (works fine)
Is there a simple way to fix this, or am I going to need to drop $140+ on a new motherboard?
