Hi, I would think you could remove that fan completely and it would have little effect on anything. You would need to test that and see for sure, so many things affect airflow in an environment. Definitely don't make it push air down, anyway.

You could use some software like HWINFO to check your hard drive temperatures if you are worried how hot they get.

Spinning hard drives are quite happy without direct airflow as long as they aren't spinning constantly and the ambient room temperature is not too crazy, (35C+).
