Found the probable cause of the game not launching ONEDRIVE was not running and the game files in documents were kept there so the game couldn't access them when Onedrive was off I Hope it helps someone in the future it's not the first time it happens to me I should've thought about it sooner...

I've installed Shadow of War through GOG Galaxy and it's working I'm installing SoM now using an offline installer we will see if it works.
