Question Why do some games runs in 1 fps?

I had an old pc where I used to play all my games (i5 7400 with intel hd 630), but with lack of manteinance it just stopped working bc a lot of factors and I ended up buying the same processor, changing the hard drive and fixing the RAM. Now the computer seems to work well, until i play GTA 5 ot Black Ops 2. The games runs just well until at some point the computer just stops using the gpu and the cpu, the game keeps running but at 1 fps and the usage of the hardware drops below 20%. Idk if it has something to do with my hardware or software, bc I have all my controllers up to date and the system is practically new.

Do you have a separate graphics card?
Intel hd 630 won't do for modern games.

thats reason, integrated graphics, CPU has to do everything

try setting windows power plan to high performance and see if that helps
is that 1 stick or ram or 2? 1 could be cutting into performance as well, since you wouldn't be using dual channel (obviously)
