Why do my games run slow unless I use GEForce Experience to run them?

My game (NBA2K20) run in very low fps (5-20) unless i optimize it in geforce experience . I tried to change the in game video settings it is still not working . Even in the menu it has really low fps but when is use geforce expirience it runs smoothly.

Well that's freaky! When you run under Experience, check what the settings actually are set at. Then run it without to see if the settings are the same.

A couple of things are coming to mind: Experience is running the game under a different user account so its fixes are being done to another user's settings. Or maybe Experience is putting some sort of command line in when running the game, like making it run in full screen instead of windowed mode.
