So I am upgrading from a 2 year old laptop which has served me well and looking for a desktop upgrade, for gaming at ultra/high fps at 1440p/2k and for content creation/productivity (Adobe Premiere Pro/Audition, etc). So this is not just for pure gaming and looking for just the best overall package here and also these combos are around the same price for me, so in this case which would you go after? Thanks in advance!

What is available to me right now basically and have my interest, two different options for me, based off of that can you help if appreciate it.
The i9 + 4090 is going to give you more fps but you want to make sure you have a board with good VRM's and a min. 360 AIO. Not a clue as to what country you are located but here's an alternative.

PCPartPicker Part List

CPU: *Intel Core i7-14700F 2.1 GHz 20-Core Processor ($273.18 @ Newegg)
Motherboard: *MSI MAG Z790 TOMAHAWK WIFI ATX LGA1700 Motherboard ($179.99 @ MSI)
Memory: *Patriot Venom 64 GB (2 x 32 GB) DDR5-6000 CL30 Memory ($144.99 @ Newegg)
Total: $598.16
Prices include shipping, taxes, and discounts when available
*Lowest price parts chosen from parametric criteria

It's a pre-built, I am not using PCPartPicker and wouldn't need to if I were back in my home state right now which is right by a Microcenter, so for this time I am getting it prebuilt, not usual for me and I know what to look for in parts and stuff they usually "skimp" on like power supplies and such. Basically my 2 choices I like the most right now are the 14900KF + 4090 for a good price with good warranty or I could get another good combo with the 9950x3d and 580 elsewhere for a very similar price.

Out of the two in a vacuum I would take the 9950X3D/5080, its all round much less power hungry so creates less heat and needs less cooling, and not noticeably slower. Also you get multiframe gen and support for a few newer features with RTX 5000 series.

also performs better in most games.

Well, not so much the 5080 but the CPU side of things.
4090 is overkill for 1440p really. I would only get it if I was considering 4k.
