To begin, there is a vast difference in components for gaming, and components optimized for streaming. Important to find balance between both and which ones to use here and why. Fortunately, $1k leaves some wiggle room to take a regular 500$ build, and replace some key parts to make this a definite winner for everyone.

I would like to add that for anything less than the $2k build project, adding a capture card to your build is not cost effective, and with a single PC streaming setup, it is not required. Properly configuring OBS on a system with good components will negate the need for a second PC to stream.

Normally I build intel based computers, but AMD with its lower TDP, low cost, and sky high performance in gaming and instruction rich computing makes the Ryzen series chips more of a bang for buck value over comparable i7 procs. I can’t build a system that smacks frames in game and on stream at the price point with intel chips. That’s reality.

I may not be familiar with AMD architecture, but I am with NVIDIA’s Turing Architecture - the feature that singlehandedly takes command of encoding ops from the CPU, sitting just alongside the GPU on its PCB. THE CHEAPEST card to do it right now is the GTX1600 series of cards. They come in smaller form factors for small pc builders, but pack all the goodness of their larger counterparts. Easily the most expensive thing in a budget build, the 1600 had me under budget big time, so if this is to be a streaming computer, I made the choice to swap that card out with a known budget favorite of mine, the RTX 2060 super. What it lacks in SLi capability, it makes up in having RTX tech, way under the price range of these cards upon initial release, and also has Display Port out, which for 4K Native monitors it is the better choice over HDMI, but not the best choice as some monitors connect by USB 3 type-C (4800Mb/s data xfer) - and as for 4K, I may have struggled with the 1600...but there is no struggle with the RTX.

Hope I win :) some of the more recent choices I had in mind are not listed on Part Picker.

This was a pretty hard build to meet the requirements actually but its fun to poke around to get it to work.
The inclusion of the capture card drops the GPU performance so its hard to hit 4k at the same time.
The 5600XT is the closest GPU that can run close to 60FPS 4k while dropping the system memory to two 8GB sticks to make use of the dual channel configuration.
500GB of SSD storage is pretty much the bare minimum you can get away with nowadays with OS space and if we're streaming, you may want to save a VOD or two....just not at full resolution lol..

The price shows over budget because one of the items included shipping.

Questions:

1) So.. a PC that can do all of i) stream from devices other than itself (hence capture card?), ii) that can game in 4k, and iii) can also stream its own games (resolution unspecified)? Yes?

2) How - realistically - do we handle capture cards with partpicker?

Because there are 2 ways that I can see, neither of which seems very good.

Either they need to be added as manually created custom parts. Which is a PITA for anyone not a US resident trying to find USA prices/stock - and is probably not ideal for checking entries either...

Or, you google the part name and the words "pc partpicker" and hope it has an entry, with stock, and prices.

Many don't, like the Razer Ripsaw - which has 2 entries (A and B) but no prices or stock. Though a quick check on US websites (ones I can get to pretend I live in the US without a VPN...) suggests it's widely out of stock anyway.

The only ones that I could find info for easily were three Elgato ones (A, B, C), two of which don't do 4k passthrough (a problem given the 4k gaming requirement here? - the updated version that does do 4k passthrough isn't on PCPartpicker) and the 3rd costing $400 or 40% of the entire budget.

Edit: Eventually found another option. But the method doesn't seem smooth here. And took a heck of a long time.

The idea with the streaming capture card is that it allows you to stream any and everything, like say footage from your Switch or a classic gaming console. We wanted this build to be the ideal foundation to build your starter streaming studio from.
