Question Screen tearing

I have had my screen tearing for a bit now since I changed something in the Bios to let me update to windows 11 and I know it's not the graphics card because I've tried with better ones. The screen tearing even occurs outside of games but its less noticeable. So if you know anything lmk.

You forgot to mention the make and model of your PSU. For the sake of relevance, please mention the age of the PSU as well. As for your motherboard, include the BIOS version for said motherboard.

I know it's not the graphics card because I've tried with better ones.
Might want to mention all GPU's used as well.

". I got this prebuilt in 2018 if that helps. The GPU's that I've used are NVIDIA GeForce GTX 1660 Ti and NVIDIA GeForce RTX 3070.

Also ive tried updating my bios but I was not able to, Idk if that was because I was doing it wrong or what. I tried downloading new version to usb stick and tired updating it that way.
