It's one of the Wizard of Oz movies right? it also had a Pumpkin Headed man and bag guys with long arms with wheels on the end if I remember correctly.

It's not very known movie, although it is narrated by a well known/popular actress who has portrayed a vampire, a dog and a train passenger among other things. One being a Marvel Movie.
