Question Pc freezing while booting up windows/bios

My pc is having alot of issues with troubleshooting. First when trying to launch bios (to update) it freezes on the aorus logo screen, and then freezes on the bios main menu. This is also happening when trying to install windows. At this point i dont know what to do.
My motherrboard is a Aorus B550 Elite AV X2

Side note : the motherboard is inconsistant when powering on, sometimes the motherbord will light up the rams but not the actual board. Then when the board lights up all usb ports work but bios freezes.
