I would like some advice on what to upgrade budget 400 or so

GeForce 1060 3GB oc

i3 8100

wpc power supply 450 watt 80 plus

Asusrock h310m-hdv motherboard

RAM 4 * 2 (8GB) ddr4 2400

I would like to play on higher settings

in fullhd 60hz.

I had thought about changing ram 16gb 3200

and a GeForce 1660 super

how about?

My budget is around 400€ (EU), my current settings are medium fullHD, I want to reach high/ultra settings, fullHD, 60 hz, I thought to put a 1660 super, do you think that could be a good choise? Or do you have a better advice?

of everything! for the moment i play warzone call of duty, but i usually try everything

You'll get severe bottleneck on a 1660 because of your i3, specially on Warzone (I suffered from it pairing a 1070 with a R3 2200G). I'd recommend changing your whole mobo+CPU+RAM combo. With € 400 you can get something like this (I defaulted to Spain, because I don't know where are you located), and you'd still have some spare to start saving for your new GPU. And I'm not counting whatever you can get for selling your actual RIG.
