Pc build for 1300€

Hello all,
My laptop is outdated ans slowly dying, so i'm currently trying to create my first pc build;

So I have a budget of 1300€ and i'm living in France.
I have a monitor of 1920x1080 144hz. and my pc will be used for:
- a little bit of gaming
- development
- multitasking
