My PC is running on low fps on my desktop, browser and games on my browser but running on high fps on downloaded windowed games eg.Fortnite, Minecraft

Hi guys, When I first build my PC (the pc is about a month old) i was running on a very good framerate on my desktop, browser and games on my browser. Although about 2 weeks ago my framerate went lower on my desktop, browser and games on my browser (not downloaded games). Occaisionally I run games like 1v1.lol on google chrome but my framerate is around 50-60 instead of 144 which is what I used to get. What's even more confusing is that when I run games like Fortnite or Minecraft they seem to have a fine framerate of around 150-170 on Fortnite and 300-500 on Minecraft. My GPU is a Sapphire Pulse Radeon RX580, my monitor is a 165hz Acer brand and my CPU is an AMD Ryzen 5 2600. If anyone could tell me what happened or how to fix it that would be greatly appreciated.
