Question MW2 game shuttering need help

My game shutters when match is over in kill cam need help. I already uninstalled and reinstalled the game

power supply 750watt not sure on exact model
tuf gaming x570-pro wife mother borad
corsair icue 4000x rgb case
amd rysen 7 8 core with cooling fan supplied
rtx 3070 graphics card settings set at normal
asus 144hz monitor
all drivers updated and already uninstalled and reinstalled game. The game plays fine up untill the match is over and goes to kill cam when shutter happens. I have vid but not sure how to upload
