Question low gpu usage while gaming

when i am playing games like BF5 of GTA 5 my gpu is below 20% usage, and my cpu is around 50%, i wouldn't mind it if i had normal fps, but when playing gta my fps doesn't go above 40, and while playing bf5 i have 75 fps (my moniter's refresh rate) but it is still very laggy.
RTX 2060 6gb vram
AMD ryzen 5 2600
trident g.skill 3000mhz
b450 mortar
7200rpm hdd

How is it 'laggy' exactly?

Do you mean it's stuttery and the framerate keeps dropping..? Or something else?
yeah it stutters, not as much as before. after i downloaded the newest driver which was able like yesterday, but gta i still have low fps and i have like 10% gpu usage, and then it's about 50 degrees, and my cpu usage also isn't high

It makes me wonder, what powerplan is your CPU / windows using? I can imagine (but I'm not 100% sure about this) is that if your Windows (considering you use Windows) is trying to save power, CPU usage will go down, and so will your FPS.

Also, I think the fact that you're using an HDD might impact performance. I'm really not sure if it can happen but could there be a possibilty that your HDD is bottlenecking your CPU & GPU? A failing HDD or even an HDD that's too full will cause problems. A failing HDD might not be able to read all data, while a full HDD gets slower because it takes longer before it finds the data it needs.

EDIT: ALso, are you talking about GTA Online or GTA single player? If it's online it could be a connection problem as well. Either Rockstar's server side, or your internet connection. I don't know how much internet GTA:O requires.

About the Windows power usage i already heard that, but when i changed it it didn't make a difference.
I have only really played online. So i will play some singleplayer so see how it is there.
I will transfer gta to my ssd, and see wether or not that makes a difference.
It is late while typing this so i will check all of these in the morning

edit: next morning, and i already had it on my ssd so that can't be it, i took a ride in singleplayer and it was similair fps. i have orderd some new fans, but while gaming it never became hotter then 80 degrees (celius) while on full load
