Hey there! First time user, looking to upgrade my old gaming computer to the best it can potentially be. I don't know too much about upgrading but I'd like to upgrade rather than buying a new gaming computer. If I need to upgrade everything then so be it. I know for sure I'll need to upgrade my ram and graphics card. Here's my specs, let me know if I need to add any more info:

Motherboard: MSI z97a gaming 7
Graphics Card: Nvidia GeForce GTX 980
CPU: Intel(R) Core(TM) i7-4790K CPU @ 4.00GHz
Ram: 8gb
Power Supply: RM750
1tb SSD

I'm looking to get to 4K at max settings. I know at the moment the Nvidia GeForce RTX 4090 is one of the best there is now. All the prebuilt computers I find are well over $3K. I'm hoping I have a few things that I can keep. Thanks everyone!

You're going to need a new build. That cpu of yours was discontinued in 2014. What's your budget, what country are you located and do you already own a 4K monitor?

If he just wants a new GPU and not a new PC, like he sort of suggested, then he could get a new AMD GPU to run under that PSU range. Even a 7900XT could run on that PSU provided he got a stock one. Problem then is CPU probably can't keep up with the GPU (although this is a problem even with a current CPU), and a previous gen card offers about same 4k.

4090 wouldn't run on PSU you have, and it wouldn't be a good match for the CPU and PC in general.

So yeah, new PC or comprimise on what you want at 4k. Does it include Ray Tracing?

@Hyrulion if you're like myself your monitor sits a on a desk/table a few feet away from your face. If that's the case than it's tough to beat a 27" 1440P monitor. Right size and right resolution for said size. No idea what your budget is but this gives you an idea of a build that will run circles around your current setup without breaking the bank.
