Question Lines appearing on Monitor - PC Startup only

Does it also do that with a different monitor / TV attached?

does it do it in safe mode?
I assume its win 10
go to settings/update & security/recovery
under advanced startup, click restart now button
this restarts PC in a blue menu
choose troubleshoot
choose advanced
choose startup options
click the restart button
choose a safe mode (it doesn't matter which) by using number associated with it.
Pc will restart and load safe mode

its just odd it stops, does it happen at all after startup?

what refresh rate are you running monitor at?

only solution is to get a new monitor. If its a new screen, it might be under warranty
