I am thinking of creating a bare bones basic computer for someone I know that runs youtube, facebook, maybe some banking and web surfing with no lag but wanna make it cost next to nothing but there is no way I can precisely guess if builds I come up with will lag or not. Is there a website or something that I can pay and send component list to benchmark/review the capabilities of a build?

Two PC that are exactly the same hardware can behave differently. Its almost impossible to have identical systems. So even if they did test the parts to identify any problems, there is still a chance you have different issues they don't
