With all due respect you are going about this the wrong way.

The first thing you need to do is decide what games you are going to play and google what parts you need to put in your build.

Nobody can guarantee that you will get a set frame rate as all games handle things differently.

Heres a few examples.
My 8 year old rig has a gtx 1080 and on any puzzle type games i can get 144 fps
On horizon zero dawn i can get 144 fps but i can hear all my fans increase in speed and cpu and ram has high usage.
On satisfactory i can only get around 50 fps but its quality is acceptable on the same game some players claim to be hitting 200 fps but i am dubious about that cos they never say what parts their pc has.

So basically its not just about whats in your pc case its also about what type of game your using.
