I have a question about laptops vsync's

So, if I enable vsync on nvidia control panel, does that mean I should not enable vsync on the game settings?

basically I just want to do right thing here, because let's say my laptop's monitor is 144hz, and I'm playing quake 2 enhanced for example

all I want is to run that game at the max fps my monitor can support (at the same time I don't want to have any screen tearing)

right now, I believe I am running both vsync ON (both control panel and the game settings)

please help if I am doing it wrong

bonus question..

any other suggested setting changes on the nvidia control panel to give me the smoothest gameplay experience?
