Fps drop in game, help pls!

I don't have the best pc but it should be good enough to run games like Rust or need of speed no?

HDD: Seagate Barracuda 7200.14 1TB - 100%
HDD: Seagate FireCuda 2.5" 1TB - 71.8%
RAM: G.SKILL Trident Z RGB DDR4 3200 C16 2x8GB - 62.2%
MBD: MSI Z390-A PRO (MS-7B98)

Yeah, that should be fine. Not sure what kind of FPS drop you are talking about, though? If you are getting less than you used to be getting, you may have some other program running on your machine.
