DRAM + CPU Cycling when booting no signal

So I built my new pc today and here are my parts
RTX 3080TI
Z690 AORUS ELITE AX
DOMINATOR CORSAIR 32GB DDR5
I9 12900KF

So I went to boot up my PC and I am not getting a post at all, the red lights at the bottom are switching between Dram and CPU constantly, I have tried re sitting the cpu in the motherboard and I have tried switching the ram sticks but still nothing it just cycles between DRAM and CPU red lights and I dint have signal through the monitor cant even get to the bios

Does the motherboard manual tell you what that light pattern means?
