First thing you do with any game on Steam is to verify the integrity of the game files. Short of that, the most likely problem is that it's simply a bug in a new game.
However, if it isn't one of those, the most likely problem is corrupted system files. I would start by trying a simple reboot. If that doesn't work, then shut the system down and leave it off for a few minutes and then start it again. Next you could try scanning with a system file checker from the Command Prompt. As a last resort, you could do a clean reinstallation of Windows.
Other problems it could be would be malware or failing RAM, etc. so before you go so far as reinstalling Windows, I would check for those problems.
What Windows version?
Did you get from Steam?
How does your PC compare with game's System Requirements?
What brand of RAM?
Some general things to try, if Zed's suggestions haven't solved it:
• System Restore
• Safe Boot, then launch game without launching anything else.
