Can anyone explain why my i9 is underperforming?

can you share your userbenchmark results? a link to the page

i tend not to use them as they eventually want you to subscribe to use their benchmarking tool. And its not really worth the money.

What BIOS are you on?

That above BIOS info is from msinfo32.
 
you are 7 bios behind current one, it might help to update (don't do this if you likely to lose power during flash process, or during storms)

You had 23% background activity at time of test, have you tried it with PC at idle? It will give a more accurate picture. Maybe restart PC and then try test again?

its normal for GPU to be seen as low but everything else is as well.

You could try this and see if it helps the ssd

Your 240gb ssd didn't complete a test on benchmark so might want to use above program to test it out.

I assume ram is in XMP mode?
