600€ Gaming PC with GTX 1650 Super and a 144Hz monitor, or 800€ Gaming PC with GTX 1660 Super and 60Hz monitor that I already own?

Ryzen 3 3100 or Ryzen 5 1600 AF depending on stock, 16gb ram 3000MHz, 500W 80 plus. Mostly play CSGO, but I also want versability for other possible games.

I wanna a pc that can run fortnite at 240fps ,my budget limit is 1200$, and i want the 240 fps to be on a hight or medium quality not a low one ,and if that's too much for my budget then recomend me a 144fps one.
