Bad FPS in almost any game - Please advise

Hi guys,

I will attach some screenshots of my Toshiba Satellite C55 A-1H1 laptop. The CPU and GPU usage does not go over 30% and the temperatures are below 80* or so.

I have tried League of Legends where the FPS is at maximum 30 and in Skyrim for example I cannot get over 25 FPS. Both games are running at the lowest graphic settings possible.

Here are my Specs:
Intel(R) Core(TM) i3-3110M CPU @ 2.40GHz 2.40 GHz
12 GB RAM DDR3 at 1600 MHZ CL11 1.35 V
Nvidia GeForce 710M 2 GB
Intel HD Graphics 4000
SSD Kingston 240 GB

At this moment I have tried to change my power settings according to plenty of Youtube videos, Windows is brand new, thermal paste is changed and the laptop was cleaned, the fan in constantly running at 1800 rpm, Nvidia graphics are set to best performance and 3D settings are set on it and NOT on the integrated GPU, disabled Game Mode from Windows, I'm using Razer Cortex for Boost, disabled the DVR from registry, Windows is Up to date and also the drivers, no viruses or malwares.

Can you please advise what I can do ? I'm not asking to run the latest games but these old ones has to be ok while playing.

Hello, I know it can be frustrating to get bad FPS in almost any game and from what I can tell your, CPU and GPU are holding your FPS back even though your pc seems to meet the recommended pc requirements for Skyrim. One thing to remember is that even though your pc meets the recommended specs for a game that doesn't mean you will be getting high FPS, it just means you should be able to run the game. I suggest upgrading your CPU and GPU. If you can't upgrade your CPU and GPU then trying lowering your in-game resolution to 720p. The fewer pixels for GPU has to render the more FPS you can get. I hope this helps you out.
