Question 13700kf underperforming and I don't know why any ideas?

So I recently just got a ton of new parts for my pc, the main things being the 13700kf and b760m-p ddr4. I tried running cinebench 24 to see how it forms in comparison and I found that the score was 400 points below where it should be, its sat at 1190 whilst it suggests it should be at 1600. I then did some further digging and went onto intel xtu to look at the performance. I found that when im not on games the cpu hits 5.4 ghz and usually sits around 5.1 whilst when doing the stress test it sits at about 3.8 and wont go higher. I was assuming this was because the cpu was getting too hot but it would never go higher than 65.

intel 13700kf
msi b760m-p
rtx 2060 6gb
noctua dh15s
corsair vengeance 2x8gb 3200mhz

Any help is appreciated

set power limit to unlimited or sth way too high like 600.
xtu will show power throttling btw.

Make sure your BIOS is up to date and that you have X.M.P. turned on in your BIOS, otherwise your RAM will be running at much lower than advertised speed.
